Position Summary:

Assists the Airport Director and provides team leadership in airport operations, maintenance, safety, security, environmental management, and development at Prescott Regional Airport, a Primary Commercial Service Airport with extensive flight training and regional fire management activity.

Essential Duties:

  • Provides direction and leadership to operations, maintenance, and emergency response personnel, which may include: Assisting in the operations, maintenance, safety, security, environmental management, and development of Prescott Regional Airport, developing, approving, planning, coordinating, administering, and evaluating programs, projects, processes, policies, procedures, systems, standards, and service offerings; ensuring compliance with Federal, State, and local laws, regulations, codes, and standards; and coordinating activities between multiple divisions or functions.
  • Assign weekly and monthly operational tasks for supervisors.
  • Assists in the preparation of annual Airport operating and/or capital budgets, allocates resources, reviews and approves justifications for budget items; directs the monitoring and control of Operation and Maintenance expenditures, long-range planning, capital project oversight, public relations, airline and passenger relations, tenant and community outreach, engagement with other City employees, and Airport rule enforcement.
  • Engages in supervision, training, coaching, and evaluation of Airport employees engaged in operational, maintenance, emergency response, special events, etc. Ensures that staff is thoroughly trained in current, new, or enhanced procedures.
  • Assists with the hiring and promotion of Airport Ops/ARFF personnel.
  • Develops tactical plans for operations and maintenance processes and activities; directs a multi-disciplinary team by prioritizing and assigning work; conducting performance evaluations; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
  • Acts as Airport Security Coordinator, assists with development and implementation of the Airport Security Plan, and ensures compliance with applicable airport laws and Transportation Security Regulations (TSRs) including, but not limited to TSR Part 1542.
  • Assists with managing and supervising the aircraft rescue and firefighting (ARFF) team, including ensuring all department program policies and procedures are followed, and program objectives are met.
  • Ensures compliance with applicable laws and regulations, including Federal Aviation Regulation (FAR) Part 139, Cert Alerts, and Advisory Circulars, grant assurances, and other Federal/State guidance.
  • Enforces the City of Prescott fire codes and standards at the Airport, including buildings and aircraft hangars, by coordinating with the Deputy Fire Chief and/or Fire Inspector.
  • Coordinates with Security, Compliance and Training Supervisor to plan, direct, and coordinate training activities, including multi-company drills, FAA triennial exercises, TSA security exercises, lectures and demonstrations.
  • Ensures readiness and assembles accurate records for the FAR Part 139 Annual Inspection, and provides accountability required for airport certification compliance.
  • Updates, maintains, implements, and enforces: Airport Certification Manual, Airport Emergency Plan (AEP), Airport Security Plan (ASP), Snow and Ice Control Plan, Wildlife Hazard Management Plan, and Airfield Signage, Marking, and Lighting Plan, Airfield Driver's Program, and Storm Water Pollution Prevention Plan (SWPPP).
  • Coordinates emergency planning, training, and response with fire/police departments, Department of Homeland Security, and Airport staff.
  • Apply complex technical, scientific, or math concepts in airfield geometry calculations for airfield condition reporting to pilots/airlines (creating of a field condition score), and for airfield/airspace obstruction analysis (i.e., FAR Part 77 imaginary surfaces, and other local airspace/carrier protections).
  • Assists in evaluating and providing constructive feedback and preliminary airport/airspace impact determinations for proposed off-airport development projects in the community.
  • Manages the Noise Abatement Program and ensures tracking of aircraft noise concerns.
  • Schedules routine and preventive maintenance with a minimum disruption of normal flight activities and coordinates with Airport users and stakeholders for irregular operations.
  • Reviews plans and specifications for construction projects; monitors the work of contractors on projects; and issues NOTAMs as needed.
  • Develops, recommends, and implements policies and procedures, represents the airport on the City's Safety Committee
  • Develops and maintains internal and external relationships, participates in meetings and committees, and represents the airport in various advocacy groups. Attends conferences, conventions, and other educational and professional meetings to remain current on ARFF operations, administration, suppression and prevention.
  • May serve as a committee member on the City's Fleet Management Committee and Safety Committee.
  • Performs other duties as assigned.

Qualifications:

Education and/or Experience:

Bachelor's degree in business administration, management, aviation business, or closely related area plus five (5) years supervisory experience in airport operations, maintenance, management, or related field; including two (2) years of supervisory experience in airport operations at a commercial service airport; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.

Licensing, Certification, and Other Requirements:

Possess a valid Arizona driver's license (or obtain one within 30 days of hire): pass a TSA-mandated 10-year security background investigation, pre-employment drug test, fingerprint background check, security threat assessment, and driver record check. Possess a AAAE-ACE certification in operations and/or security. Possess an AAAE Certified Member (CM) credential or can obtain the certification within two years of employment.

  • Knowledge of occupational safety and health policies and procedures related to airport and facilities maintenance and repair.
  • Knowledge of complex technical, scientific, or math concepts used in airfield geometrical calculations.
  • Knowledge of airport emergency and security response policies, procedures, and practices associated with airport compliance with FAR Part 139 and TSR 1542, and related regulations.
  • Skill in acting as a "snow boss" for effective snow/ice control, including the operation of snow removal equipment, managing employees in snow/ice control response, and assuring proper airport/airfield condition assessment and user notifications (including NOTAM issuance).
  • Skill in airfield driving and radio communications, as required to safely navigate a busy, geometrically complex commercial service airport with extensive flight training and fire-management activity.
  • Skill in supervising, evaluating, training, coaching, and motivating employees in offering superior customer service.
  • Skill in overseeing airport operations and airfield/facilities/equipment maintenance.
  • Skill in communicating with and instructing/training others, using both technical and non-technical language to explain complex subjects and processes.

  • Duties will require availability in the evenings, holidays, weekends, including on-call support for on-duty operations staff.
